DESCRIPTION
Over the past two decades, Japan has not only suffered from weak macroeconomic performance but it has lost its edge in areas of its competitive strength, such as electronics manufacturing. Meanwhile, it has failed to challenge the global leaders in areas of weakness, including many sectors of information technology. What went wrong? How have government policies contributed to Japan’s competitive challenges? And what government policies could help Japan become more competitive in IT manufacturing and services?
Supported by the Japan Society for the Promotion of Science (JSPS), the Center for Japanese Studies (CJS) and the Berkeley Roundtable on the International Economy (BRIE) have invited some of the leading experts in the United States and Japan to address these issues. BRIE has a long record of promoting fruitful dialogue between scholars and industry experts in the area of technology policy broadly defined. We will focus on critical issues for information technology and Japan: the emerging platforms of Cloud Computing and Next Generation Mobile, along with digital content, and the policy and market structure issues linking domestic and global markets.
Substantively, we are interested in the following topics:
▪ Cloud computing
▪ Next-generation mobile services
▪ Digital content
▪ Social networking
▪ IT manufacturing (electronics, telecommunications equipment)
▪ IT services (telecommunications, Internet services)
With respect to government policies, we are particularly interested in the following areas:
▪ the legal infrastructure for market competition
▪ intellectual property rights protection
▪ investment in research and development
▪ investment in the telecommunications infrastructure
▪ coordination of technical standards
▪ telecommunications and broadcasting regulation
We will have a keynote presentation titled, "Japan's IT Strategy: Successes and Failures" by Dr. Jun Murai that will be open to the campus community.
