The new bioeconomy is a structural transition in the material base of production. Its core movement is substitution: renewable biological resources, biological processes, and circular residues replace or supplement non-renewable inputs, materials, fuels, processes, and waste systems. This substitution creates opportunity, but biological resources are limited. They can create land, water, labor, biodiversity, pollution, or governance pressures if poorly managed. The economic question is where renewable biological inputs and processes can reduce dependence on non-renewable systems, lower total social costs, create value, and improve resilience. The second point is that renewable substitution requires changed supply systems. Biomass must be grown or collected. Residues must be separated, stabilized, and measured. Biological processes must be scaled. Products must be certified, transported, financed, regulated, and accepted by users. A residue is not a resource until it can move through a reliable chain. A biological process is not an industry until it can be organized, governed, and connected to demand.
